Abstract

This study aims to determine the effect of government policies related to coastal reclamation and economic development of coastal communities on conflicts over land ownership certificates. In this research, the method used is mixed methods. This research is a research step by combining two pre-existing forms of research, namely qualitative research and quantitative research. The results showed that Parepare City as an urban area experienced continuous growth and development. This is due to Parepare City as an area of government activities, loaded with economic activities, trade and services, as well as various human activities in the social, cultural and even political activities, There is a significant influence of changes in the spatial use of the Cempae beach reclamation area on changes in the orientation of the livelihoods of surrounding communities who were previously fishermen, housewives, The impact caused by the development of spatial functions in the Cempae beach reclamation area is the change in the orientation of the livelihoods of the community around the Cempae beach reclamation area and the difference in income levels and the welfare of the community around the Cempae beach reclamation area.
